Some time ago, on a day of action, I spoke to a man who voted to leave because of how the EU apply tariffs to imports from some of the poorest countries on earth and therefore help to make them poorer. At the time I didn't know about the "Everything but arms" arrangement (HERE) which allows duty and quota free access to the single market for all goods (except arms) from countries listed by the UN as "Least developed".
The list of countries is now 49 (HERE).
So, the idea that the EU somehow punishes poor countries by applying tariffs to their goods is simply not true.
