DOMINIC CUMMINGS - AGAIN - & THE REPEAL BILL

Mr Cummings has again take to twitter to attack the government's approach to the Repeal Bill and David Davis in particular (HERE). He is exercised by clause 9 of the Repeal Bill which he believes gives Henry VIII powers for the government to "ditch almost entire bill via agreement with EU". I don't know if this is true or not but clause 9 of the Repeal Bill (HERE) says this:


9 Implementing the withdrawal agreement

(1) A Minister of the Crown may by regulations make such provision as the Minister considers appropriate for the purposes of implementing the withdrawal agreement if the Minister considers that such provision should be in force on or before exit day.

(2) Regulations under this section may make any provision that could be made by an Act
of Parliament (including modifying this Act). 

(3) But regulations under this section may not— (a) impose or increase taxation, (b) make retrospective provision, (c) create a relevant criminal offence, or (d) amend, repeal or revoke the Human Rights Act 1998 or any subordinate legislation made under it. 

(4) No regulations may be made under this section after exit day.

One would need to be a lawyer to see if Dominic Cummings was right but perhaps he is. Anyway the last in his series of tweets says that DD (David Davis) is "thick as mince, lazy as a toad  & vain as Narcissus". I think we can take it that the former Director of the Vote Leave campaign is not terribly pleased with David Davis' efforts so far. Do not forget these people are on the same side!!
